IF LORETO BAY HAD TO BE SUMMED UP IN A WORD, WE THINK “WARM” MIGHT BE THAT WORD. Of course, warm definitely describes the consistently incredible weather here, but that’s only the very beginning. Warm are the colors of the sunrise and sunset that totally transform the Giganta mountains into a vista that inspires you to take that one more photo. And the feeling on your feet and through your total being when you walk along the shore of the Sea of Cortes each morning and evening. Warm is the vibe you get when you wander the cobblestone paths that connect the entire community, steeped in the perfect combination of Mexican culture and charm, with modern amenities. Warm is the breath that you exhale when the Loreto Bay magic makes you heal and forget your problems for a minute. Warm are the type of people Loreto Bay attracts. The kind you say hello to in a coffee shop, at a neighborhood yoga class, or maybe at a business they own in our community – and soon you feel you’ve known each other your whole lives. These are the type of friends you deeply and wholly miss if you go to your other home for the summer. Warm is the feeling of your muscles after you exercise in one of the community’s countless offerings. Warm is the tranquility and wonder that overcomes you when a sea creature swims beside you as you snorkel in your backyard. Warm is the feeling in your soul as you walk up the stairs of your casa at night and gasp as the stars and moon and planets dance for you. Warm is the delight of horses and donkeys who say hello, instead of running away. Warm is likely the reason an amazingly high number of people seem to come here as visitors, and leave as owners. Most of all, warm is the welcome we are giving you, our new Loreto Bay neighbor.

In order to sustain the community that gives everything that Loreto Bay has to offer, a complex set of inner workings must exist. This document was designed to help you understand them and learn how to do your part to be sure the warmth and magic never ends. We hope you find this to be a helpful resource of everything to do and enjoy while you’re in your home, as well as resources to help you navigate every kind of situation that might come up.

The city of Loreto was settled more than 10,000 years ago by the Cochimi and Guaycura peoples. It was Baja’s first permanent Spanish settlement when Jesuit priest and explorer Juan Maria de Salvatierra established the Misión de Nuestra Señora de Loreto. It was the first capital of the Californias, a title it held until 1829, when a hurricane destroyed much of the city and the capital was moved south to La Paz. 

THE COMMUNITY OF LORETO BAY sits perfectly nestled along the Sea of Cortes on one side, and steeped in the wonder and color of the Giganta mountains on the other. It’s a friendly, casual and safe place that values peace, sustainability, and the beauty of our unique environment. Loreto Bay celebrates an active outdoor lifestyle and honors and respects the traditions and values
of Mexican culture. Perfectly situated for the ultimate in convenience, our neighborhood is just a short 10-minute car/taxi ride from the Loreto airport (LTO), and also 15 minutes from the historic town of Loreto.

These concept photos show you the aesthetic for Loreto Bay when it was launched in 2003. The vision for Loreto Bay was to create a series of welcoming, peaceful, sustainable, walkable, authentic Mexican seaside villages that focused on, preserved and enhanced, the health and wellness of its community and the natural beauty of its environment.

While some things have changed since the early days, the vision remains intact. Loreto Bay is a friendly and safe community, offering virtually everything necessary for everyday life, without leaving. Many residents do have cars, but only use them on occasion, choosing to walk, ride bikes or get around in electric golf carts to explore the very best restaurants, coffee shops, grocery stores, spas, boutiques, pools, water sports, golf, tennis, pickleball, fitness activities – and the list goes on! There’s something magical about a community where you can do everything without a car!

You might be wondering what keeps Loreto Bay running so well and in keeping with its vision and mission. That answer is easy! All 15 sub-regimes are part of our Home Owners Association (HOA), which is run by a homeowner-led Board and managed/implemented by the company Associa. The dues paid by each homeowner allow the HOA to maintain all of our wonderful quality of life and our
community standards. 

As you join us on the journey through this Welcome Kit, we’ll introduce you to the countless amenities in our village and you will learn all about the HOA, how and by whom it’s run, your part in following all guidelines and rules, and how you can get involved in your community.

Loreto Bay is a community of approximately 750 casas, with about 50 additional lots yet to be developed. The community consists of two main neighborhoods, Founders (FN) and Agua Viva (AV), which span about a mile down the main road of the Paseo Misión de Loreto (fondly just referred to as The Paseo). Within these two neighborhoods are 15 smaller neighborhoods, known as Subregimes (SRs). These maps outline their locations and associated casa numbers and are quite handy to help find locations that you will discover in this Welcome Kit.

THE CASUAL, RESORT COMMUNITY OF LORETO BAY TRULY HAS SOMETHING FOR EVERYONE. Your physical and mental health continuously benefit from doing everything the community offers. Whether you want to relax, be active, or somewhere in between, you have found your place. To foster a sense of community and belonging, the HOA organizes regular events and activities. From yoga classes on the beach to seasonal celebrations, there’s always something happening in Loreto Bay.


SWIM
Our pools are located throughout the community and all have different vibes. Residents are welcome at all pools. All pools are heated and have outdoor showers and male/female bathrooms. 

E Pool – Located in Founders Sub E2, behind the Nopolo Wine Cellar, the E Pool is often referred to as the “social pool.” It’s the perfect spot to meet friends, share drinks and have fun. This is a “kid-friendly” pool with shallow areas and absolutely delicious food service from Le Bistro Restaurant, including a convenient take-out window located at FN469. 

H Pool - Founders Sub H is the home of what’s often referred to as the “lap pool.” This 25-meter pool that is cooled in the summer and generally considered a “quiet area” for serious swimmers, readers, and people enjoying the tranquility near the beach.

J Pool – This smaller, neighborhood pool is tucked away in Agua Viva Sub J. Residents and visitors gather in this quiet and secluded area to enjoy the serene environment to swim, sunbathe, nap and connect with friends.


BE ACTIVE
The activities in Loreto Bay span every fitness level. While they are ever-changing, here’s a glimpse of what you can do.

Community Center (FN305c) - Here you will find many activities like yoga, salsa dancing, health talks, language classes, club meetings and so much more.

Activity Center (FN350c) - Chances are you will find a group of like-minded friends to partake in your favorite hobbies. Some of the current activities include mahjong, bridge, quilting, cards/games and so much more. If you don’t see your favorite activity on the list, gather a group and book this space!

Water Activities - The breathtaking Sea of Cortes is typically calm and welcoming to swimmers, paddlers and snorkelers. Some of the most gorgeous snorkeling is a beach walk or paddle away from your casa, right at “Nopolo Rock”. It’s a great idea to keep a full-body wet suit/rash guard (very affordable on Amazon) for those times of year that stings are common. Kayaks and paddleboards can be rented right on the beach near the Loreto Bay Hotel. Full info on kayak/ paddle board rules, storage, regulations and more is available in the Resources section of this book.

Golf- The gorgeous course that runs through Loreto Bay is one of the most beautiful and challenging in Mexico. Playing here is a unique experience, surrounded by the desert mountains of La Giganta, the Sea of Cortes, natural estuaries and artificial lakes. The course is not a part of the HOA, it is owned by the Loreto Bay Hotel, which is located at the very south end of Founders. It cannot be stated too many times that the course is not to be walked on unless you are actively golfing.

Tennis - The courts are owned and run by the Loreto Bay Hotel. There are full season opportunities for membership, or pay-per-game options. Contact the hotel via the info above for complete information.

Pickleball - The pickleball phenomenon is in full swing in Loreto Bay. Located ¾ km from Loreto Bay, it’s an easy bike or golf cart ride or a nice, long walk! For all the info on when, where and how much to play, visit our Pickleball Club website.

The Tennis and Pickleball Center is located off the Northern main entrance road to Nopolo, to the north of Loreto Bay.

UNWIND
Sub A palapa - Located in Founders Sub A, this palapa has shade, power outlets and built-in seating. You will also often find Yoga, Chi Gong, Zumba and small gatherings here. Make sure to sign up for our Weekly Happenings emails to always be in the know.

Sub F garden – The stunning gathering place in AV Sub F is the perfect spot to sit among the gardens and enjoy the scenery and large fountain with a book or a friend.

Library - Located on the main Paseo in FN 349c, the library is a wonderful quiet reading place where you can drop a book or get a book, all for free. With over 1000 donated books, this is a fascinating place to explore and grab a book to go, or relax in our comfy leather chairs.

Spas - Agnes Boutique and Norma’s Salon, both in Founders, offer full spa services that will leave you feeling like butter.

LOCATED IN A THORNSCRUB DESERT, Loreto receives little rainfall, yet is surrounded by a rich mix of desert plants that include towering cardón cactus and white- barked palo blanco, in part due to hot and humid summers. The Bay of Loreto National Marine Park was designated in 1996 and, supported by the non-profit environmental organization Grupo Ecologista Antares, the federal Marine Park Authority manages the park, which includes the rugged islands of Coronados, del Carmen, Danzante, Montserrat, and Santa Catalina.


AS OUR COMMUNITY HAS GROWN AND DEVELOPED OVER THE PAST 20+ YEARS, we’ve learned so much about how to be sure our gorgeous aesthetics, peaceful and clean existence and unmatched beauty is unwavering. We’ve put together these guidelines that all neighbors take very seriously – and you can see proof of it every day in our community. As a new resident, it’s important to be sure you understand and embrace each of these areas.

 

CASA DESIGN AND MAINTENANCE
 

Each homeowner is responsible for their exterior walls, and everything contained within these walls. Gardens, walkways, and garbage receptacles are the responsibility of either the subregime or Master HOA. Each homeowner must maintain their property in accordance with the community standards. This includes exterior upkeep and adhering to architectural guidelines. The Design Review Committee (DRC) heads up requests and approvals for any changes you want or need to make to your casa. Insider tip: Do yourself a major favor and be sure you have of good understanding of the architectural guidelines and processes before making any change at all to the exterior of your casa. Requests as simple as changes to exterior paint color, signs and lights – all the way to large renovations, need to be submitted to the DRC for approval. Spend some time with these helpful links and you will spend a lot less time making changes to your casa!

CLOTHES DRYING - Hanging your laundry outside can be a great way to save energy, but make sure to do it in a place where it won’t be visible from public walkways.


DUES - Regular HOA dues are essential for funding community services, maintenance, and improvements. Dues are collected monthly, and prompt payment is appreciated. Electronic payments are encouraged to prevent late payment fines and fees, and we have easy automatic payment plans for both USA and Canadian residents.


GOLF CARTS - Only electric vehicles and bicycles are allowed in common areas and walkways. Drivers must be 16 or older to drive golf carts or any other motorized vehicle. Make sure to always drive slowly and do not block walkways.
 

NOISE AND NUISANCE - Our village homes are very close together. Please be mindful of how noise carries when in outdoor living spaces and on walkways. Please always be considerate of music volume and loud partying, but especially after 11 pm. If you are planning a large gathering, advise Area Supervision and neighbors about the event and what time it will end. Quiet hours in Loreto Bay are from 11pm - 8am. If you experience issues with noise or nuisance, please don’t hesitate to notify Area Supervision.

 

OCCUPANCY - Homes are allowed to have 3 people per bedroom, and a maximum of 12 people per household. For example, a 2-bedroom home may have 6 occupants; and a 3-bedroom home may have 9 occupants. If you have a large home and expect to have more than 12 occupants, especially during family gatherings when there are a number of small children, always advise the HOA of the dates when occupancy will exceed 12 people, and they may grant a variance.


OUTDOOR LIGHTING/DARK SKY RULES - In order to keep our community walkways safe and well-lit at night, while also minimizing the impact on night creatures and our neighbors, all outdoor lights should be downward facing. Also, so our community can revel in the show the stars put on each night, please be conscious of all upper floor lighting and also turn off before retiring.


PARKING - Please be sure to register all vehicles and golf carts. Be sure not to obstruct restricted areas like crosswalks, handicap spaces, and no-parking zones. Golf carts can be parked on the Paseo or in appropriate parking off the walkways. See the curb parking color key for more information. Also, please always drive slowly and be very cautious backing out as we have many bikers, landscapers and golf carts sharing the paseo.

WALK/DON’T WALK!  You will enjoy endless enjoyable steps on the paseo and through every nook and cranny of our neighborhoods, and of course up and down the beach. But we can’t stress enough, that all parts of the golf course are private property and are strictly reserved for golfing. Other activities, such as hiking, dog walking, biking, and crossing to the beach are strictly prohibited. PLEASE inform renters and guests of these rules. These maps will help you determine routes that avoid the golf course.

PETS - Each furry family member must be on a leash at all times when outside your casa and homeowners must pick up after their dogs in all areas, including the beach. While we are all about self- expression in Loreto Bay, please note that excessive barking can result in fines. The USDA in the US has implemented new rules for bringing dogs across the border. A screw worm certificate issued in Mexico within five days of travel is necessary, so it’s important to contact a Loreto vet prior to returning to the US. POOL RULES - Our three gorgeous community pools are open from 7 am - 10 pm and restricted for use by homeowners and their guests. Please be sure anyone staying in your casa is aware of all posted regulations. Chairs are limited, so refrain from reserving a chair when you are not in the pool area. There is no lifeguard on duty, so all use is at the homeowner/ guest’s own risk. Swimming pool rules.


REGISTRATION - Our HOA Area Supervision team constantly monitors the community on bicycles and must always know which homes are occupied. Every time you or your guests/renters (and your vehicles) arrive and depart, it’s critical to let the HOA or your property manager know you are here. UTILITIES - Each Homeowner is responsible for their own installation and payment of electricity, water, propane gas and internet. Your property manager can help you with all aspects of managing utilities. Need a property manager? Check out our Resources section of this guide. 

There will be times when these utilities are down for maintenance and Associa will advise the homeowners through emails sent via our TownSq community (more on this in the What’s Going On section of this kit).

Our community, like the larger city of Loreto, always keeps in mind that water in the desert is a precious resource and should be used sparingly. Additionally, we rely on the Mexican company, CFE, which primarily uses diesel for electricity generation. To do your part in reducing energy consumption, don’t forget to turn off lights and air conditioning when rooms are not in use.

WASTE REMOVAL - Loreto Bay aims to have the lightest possible environmental impact to the region. We maintain a contract with the service provider EnviroClean to collect, transport and sell our recyclables. Collection of trash and recycling occurs daily, Mon - Sat between 7am - 10am. 

Each subregime has several garbage and recycling enclosures containing several designated bins. Here are a few guidelines for use:

Garbage - All non-recyclable items and organic kitchen waste should be bagged and placed in a black bin. We’re exploring options to create a sustainable solution for organic kitchen waste and are currently testing several pilot programs.

General Recycling - Clean plastic containers, paper, cardboard, aluminum, tetra paks & tin are all recyclable. Please be sure to break down all paper boxes before putting them in the bins. Larger cardboard boxes should be broken down and placed in the enclosure beside the bins, but never leave trash or small recyclables on the ground.

Glass Recycling - Glass can be recycled in special glass collection areas. There is one at approximately every other garbage site. If you have a lot of glass, feel free to take home a black crate, fill it up, and return to the recycling area.

Composting - As part of our community’s sustainability initiative, our composting program has begun. All of our landscaping green waste is now shredded, chipped and composted at Olneya, a composting company. Once our kitchen waste composting program is ready for the whole community, details on how all residents can participate will be available from your sub regime surveillance committee.

This is the site that is created by the people, for the people! There is deep information for all homeowners, as well as areas that are accessible only to members of each subregime. You will also find the casa number, email address, and often a phone number for neighbors in the Contacts section of the website in the Homeowner and residents directory.

Make sure to register and then go into your profile settings to enable the function to automatically receive notification emails so you never miss announcements. Once opted in, you will always be alerted when posts or comments have been published on the Homeowners Forum or on your subregime’s private forum. This

This website and great phone app is maintained by Associa, the company that is our HOA Managing Agent. All official HOA notifications and documents are published on this site. 

You can also pay your HOA dues online through TownSq, and check on all aspects of your account at any time. 

Schedules of weekly activities are posted on TownSq and if you have enabled email alerts, you’ll get the list of activities in your inbox each week. When you are in Loreto Bay, you can also keep up to date on the weekly schedule the old fashioned way – by reading the paper copy posted outside the community center (and likely running into friends along the way to say hello!) :)

 TownSq also has a document repository, homeowners directory and a forum of its own. Some topics are reposted on the HOA website, but it’s important to access both websites.

THE LORETO BAY HOMEOWNERS ASSOCIATION (HOA) is made up of many dedicated and talented volunteers from each of the 15 subregimes in our community, and managed by the professional management company, Associa. It is a complex, yet well-oiled machine that is responsible for maintaining the quality of life in our community. In this section, we will give you an easy-to-digest overview of how it works. The column on the right contains links that give a deep dive about the HOA, for those interested in the nitty gritty.

OUR HOA’S MAIN DUTIES
Enforcing Rules and Regulations - Ensuring all owners, residents and renters follow community guidelines that protect safety, harmony and appearance.

Managing Common Areas - Overseeing the upkeep of landscaping, walkways, pools, roads, security gates and other shared spaces.

Maintaining Fiscal Responsibility - Gathering HOA dues from homeowners and using them to fund essential services, administration, supervision, landscaping and capital projects.

Maintaining Standards - Preserving a consistent and attractive look throughout the community to ensure enjoyment and comfort for all residents.

Protecting Property Values - Taking measures that sustain and improve the long-term value our homes.

Fostering Community - Supporting social events, committees, and activities that encourage connection and collaboration among neighbors.

Providing Shared Amenities - Maintaining recreational and social facilities that benefit all homeowners.

OUR HOA’S STRUCTURE
Surveillance Committees - Each subregime (SR) has a surveillance committee (SC) that manages its day-to- day operations. It oversees and decides on budgets, landscaping, security, and other expenses pertinent only to their SR. Some SRs prefer to allocate more funds for capital expenditures and landscaping than other SRs, and at times there can be a noticeable difference in HOA dues and common area maintenance. The committee is elected by the homeowners in that SR each year in November. The SR elects a chair to head its committee.

Master Regime - One representative from each SR, called a Master Representative (MR), is elected to focus on projects that concern the entire HOA as part of the Master Regime.

Board of Directors - The BOD is also called the “Administrator” of the HOA. It consists of 5-7 Master Representatives and focuses on the overall HOA activities, issues and opportunities. It is overseen by the Master Surveillance Committee (MSC).

Master Surveillance Committee - The remaining Master Representatives NOT appointed to the Board of Directors will make up the Master Surveillance Committee. It is their responsibility to see that the BOD votes according to the wishes and in the best interests of their constituents (LB Homeowners).

Managing Agent - An outside company that serves the HOA. Associa is our managing agent and it works for the BOD. It is in charge of day-to-day operations. This covers everything from security, collecting and accounting of dues, managing landscaping/facilities and responsibility for legal and financial filings.

Committees - There are a number of volunteer committees made up of homeowners who assist the leadership teams above to manage several important parts of the HOA’s responsibilities. Examples of these committees are the Finance Committee, the Sustainability Committee, the Facilities Committee, the Strategic Long Range Planning Committee, among others. The Design
Review Committee deserves another mention as it affects all of us.

These contributions save our community thousands of dollars in annual dues, as the work of volunteers replaces the need for costly outside services. 

It is important to remember that this service is not self-service. Our volunteers are guided by one goal: to serve the common good of every dues-paying homeowner. Their focus is on maintaining the quality of life we all enjoy, protecting property values, and fostering a community where neighbors feel connected and supported. 

We invite you to be part of this tradition of service. Whether you can offer a few hours a month, take on a leadership role or participate in community events, there is a place for you. Your involvement will help to shape the future of Loreto Bay.

A HANDFUL OF LORETO BAY COMMITTEES FOCUSED ON
DIFFERENT ASPECTS OF COMMUNITY LIFE:

Finance – We welcome accountants and strategic thinkers to volunteer for these committees. The roles and responsibilities range from monthly operations of ensuring HOA dues are paid, collections made, and contractors paid; to forecasting annual budgets and long range planning. 

Design Review (DRC) – We call upon architects, designers and city planners to ensure all design review guidelines are followed (and amended when necessary) to keep the original vision of Loreto Bay, as well as the natural progression of trends and changes. This helps keep our community relevant and valuable.

Facilities – This committee develops funding mechanisms for facility initiatives and oversees the planning and development of community facilities. Examples include administration office space, indoor activity centers, outdoor recreational space and parking. The committee interacts with external government and statutory organizations as necessary.

Beach/Kayak – This committee focuses on looking ahead for kayak storage and other fun amenities that happen on the beach and Sea of Cortes.

Library- The library has been well- stocked and operating smoothly, thanks to numerous past volunteers. Now we need people to restock and organize new donations, keep books and magazines relevant, while enjoy working in a quiet environment at your own pace.

Social Committee, Social Activities Calendar - This is the FUN committee, where community events are planned such as Welcome Back parties each November, Street Parties to say “so long for the season” in April, and various other events for good causes during the year. The more the merrier! 

Strategic Long-Range Planning (SLRP),- Much of the heavy lifting for this committee has been done by the 20-year veterans of Loreto Bay. Now, we are looking for new owners to step up for this committee and be part of making our future community GREAT. Why not come help ensure the vision people buy today becomes a reality tomorrow! 

Sustainability – Established to maintain, promote, and enhance sustainability within the Loreto Bay community. This team advances the Sustainability Mission and Environmental Stewardship Values adopted by the Master Assembly in 2022.

COASTAL RESTORATION
A group of neighborhood volunteers gathers regularly to make a positive impact on the dunes of Loreto Bay. Equipped with hats, gloves and shovels, the crew carefully removes invasive plants, grasses and debris and replaces them with native plants. HERE ARE A COUPLE NEWBIE EATING OUT FACTS for those who haven’t spent a lot of time in Mexico… Many restaurants don’t have silverware on the table and bring it to you when your food is about to arrive – perfect way to know when to get excited :) Also, if you find yourself sitting and waiting for the bill, it often will never arrive until you ask for it (“la cuenta, por favor” is the mannerly way to do this)! KAYAK/WATERCRAFT RULES
The Loreto Bay Kayak Group has adopted several rules for safe and appropriate use of watercraft, regardless of whether the craft are stored on the HOA racks:
1) Kayaks and Paddle Boards cannot be stored on the beach at any time.
2) Kayaks and Paddle Boards cannot be stored near the beach during the hurricane season (June 15th through October 15th).
3) Kayakers/Paddle Boarders must have a pass to navigate the Marine National Park (temporary/permanent Mexican residents do not need a pass).
4) Kayakers/Paddle Boarders must wear a life jacket while on the water.

The Group has also developed regulations for use and assignment of watercraft racks. Link to regulations for the use of kayak/watercraft racks.

A requirement that all watercraft must be registered at the Loreto Port Captain’s office is now voluntary, rather than mandatory, for watercraft less than 5 meters long that are for personal use. You are required, however, to carry a copy of the bill of sale for the craft onboard.

MARINE PARK TIPS & RULES
The Bay of Loreto is recognized as an area of global importance for marine conservation and has been declared a UNESCO World Heritage Site. We are incredibly lucky to have this beautiful resource as our neighbor! Let’s do our part to preserve it by following the no fishing rules and purchasing the required pass. More information on exemptions to the requirements is included in the full documents referenced below. Please also always wear reef-friendly sunscreen when in the water.

Every time you are on the water, you are accessing a Marine Park. If you are not a resident or a citizen of Mexico, you must have a pass to be on the water.

Marine Park Use - Purchase daily and yearly passes online at Parque Nacional Bahia de Loreto’s website. They are also available in Loreto at the Parque Nacional office, to the left of the marina and down a couple of steps. Annual passes: pick up a form, take it to BBVA Bancomer bank on the plaza to pay for the pass, then take the receipt back to the Parque National office. Daily passes: cash only.  Link to more information about the National Parks.
